Application Project Manager – Washington, DC
The Application Project Manager will act as the Development Team manager will act as the primary point of contact for corporate related duties and the primary individual to whom the Government will coordinate work activities. The proposed personnel will be the subject matter expert on system management processes and how to deploy those processes in an organization. The Government will rely on the proposed personnel to determine what processes are in place and what needs to improve, evaluate existing processes, determine which processes are needed first, develop standard processes based on best practices, train developers on the processes, implement the processes, and then support the processes.

General Experience: At least ten years of technical experience providing project management services to organization management and technical staff in managing Federal IT investments and solving complex IT Project Management issues in accordance with Federal laws, regulations and procedures.

Education: Bachelor's Degree or higher required in Information Technology, MIS or Computer Science

Certifications: Project Management Institute (PMI) Project Management Professional (PMP) required (in Information Technology, MIS or Computer Science)

• Knowledge of and experience with ITIL and ITSM
• Extensive experience (5-7 years) in maintaining large complex IT applications, on a national operations level
• Experience with Delphi 7 a plus
• Expertise in various databases and system configuration
• Experience in team building and staff oversight
• Experience on software development projects involving iterative development
• Extensive experience (5-7 years) writing/editing Information Technology documents
• In-depth knowledge of and experience with IT Project Management processes including, but not limited to:
o PMI Guidelines in the Project Management Body of Knowledge (PMBOK) Guide
o Federal Enterprise Architecture
o Capital Planning and Investment Control
o System Development Life Cycle (SDLC) Management
o IT Security Management
o Risk Management.
• Proven ability to meet cost, schedule, and performance requirements for Federal IT investment projects.
• In-depth knowledge of and experience defining business requirements and managing project scope.
• In-depth knowledge of and experience developing technical specifications and project plans.
• In-depth knowledge of and experience planning, developing, and deploying infrastructure and storage as a service solution designs to a cloud environment.
• Exceptional verbal, written communication and leadership skills.
